WHO chief's call for further probe of lab leak theory puts pressure on China

Even though a team of experts has dismissed the lab leak theory behind COVID-19, Who chief calls for further investigation on the issue has put China under pressure over the investigation into the origins of coronavirus.

A report by WHO and Chinese experts released on Tuesday had judged the lab-leak hypothesis highly unlikely, saying the virus behind COVID-19 had probably jumped from bats to humans via an intermediary animal.

China warmly welcomed the report, seeing it as confirmation of its handling of the investigation following allegations it had tried to delay and then restrict it.

The report also initially appeared to back China's firm rejection of theories that the pandemic may have been triggered by a leak from a virology lab in Wuhan, the central Chinese city where the virus first emerged.

But WHO chief Teodros Ghebreyesus on Tuesday reopened the lab leak theory, as he raised concerns about the level of access China provided to the experts during their visit to Wuhan in January.

"In my discussions with the team, they expressed the difficulties they encountered in accessing raw data," Tedros said.

He called for "timely and comprehensive data sharing" in future investigations.

Tedros also said that although the experts concluded the laboratory leak was the "least likely" hypotheses, this theory needed to be probed further.

"I do not believe that this assessment was extensive enough," Teodros said of the possibility of a leak.

"This requires further investigation, potentially with additional missions involving specialist experts, which I am ready to deploy."

Tedros then emphasised that no theory had yet been ruled out.

"Let me say clearly that as far as WHO is concerned all hypotheses remain on the table," he said.

The pandemic has killed nearly 2.8 million people worldwide since it first emerged in Wuhan in late 2019.

Throughout the pandemic, China has amplified theories that the virus may have surfaced outside of its borders or been imported on frozen food.

China was heavily criticised by the Donald Trump administration and other Western nations for delaying access to the WHO experts.

Joe Biden's administration has continued to raise concerns about China's handling of the probe.

The United States on Tuesday released a statement with 13 of its allies — Britain, Japan and Australia among them — saying the inquiry lacked the data and samples it needed.

"We join in expressing shared concerns regarding the recent WHO-convened study in China," the statement said.

Beijing insists it was transparent with the scientists.

It said it provided open access to wet markets, labs, patients and data from the first torrid weeks of the virus, admonishing critics for "politicising" a global health crisis.

Health officials in Beijing are due to give a press conference on the WHO report on Wednesday afternoon.

The reason for the diverging information from the WHO expert team was not immediately clear.

On the laboratory accident hypothesis, the head of the investigation team, Danish scientist Ben Embarek told reporters on Tuesday that Chinese lab staff had acknowledged they initially feared a leak.

"Even the staff in these labs told us that was their first reaction," Embarek said.

"They all went back to their records... but nobody could find any trace of something similar to this virus in their records or their samples.

"Nobody has been able to pick up any firm arguments or proof or evidence that any of these labs would have been involved in a lab leak accident."

That said, Embarek added: "We haven't done a full investigation or audit of any of the labs."

Other WHO team members took to Twitter to defend the probe.

Peter Daszak, who was effusive in praise of his Chinese hosts during the January probe, hit out at the "pure politics" being played with the findings led by elements of the media.

Myanmar protesters launch 'garbage strike
Rubbish piled up on the streets of Myanmar’s main city on Tuesday after activists launched a “garbage strike” to oppose military rule as the toll of pro-democracy protesters killed by the security forces since a Feb. 1 coup rose to more than 500.

Security forces shot and killed one man in the southernmost town of Kawthaung as they cleared the streets, the Mizzima news portal reported, and one person was killed in the northern town of Myitkyina, a relative of the 23-year-old victim told Reuters.

Police and a junta spokesman did not answer calls seeking comment.

Myanmar has been in turmoil since the army ousted an elected government led by Nobel laureate Aung San Suu Kyi, re-imposing military rule after a decade of tentative steps towards democracy.

At least 512 civilians have been killed in nearly two months of protests against the coup, 141 of them on Saturday, the bloodiest day of the unrest, according to the Assistance Association for Political Prisoners (AAPP) advocacy group.

Alongside the protests, a civil disobedience campaign of strikes has paralysed large parts of the economy. In a new tactic, protesters sought to step up the campaign by asking residents to leave garbage at intersections in the main city of Yangon.

“This garbage strike is a strike to oppose the junta,” read a poster on social media. “Everyone can join.”

Pictures posted on social media showed piles of rubbish building up.

Thousands of protesters came out to march in several other towns across the country on Tuesday, according to media and photos on social media.

On Monday, 14 civilians were killed, including at least eight in Yangon’s South Dagon neighbourhood, the AAPP said.

Security forces there fired a heavier calibre weapon than usual towards protesters crouching behind a barricade of sand bags, witnesses said. It was not immediately clear what weapon it was but it was believed to be some type of grenade launcher.

State television said security forces used “riot weapons” to disperse a crowd of “violent terrorist people” who were destroying a pavement and one man was wounded.

A South Dagon resident said on Tuesday there had been no pause in the crackdown.

“There was shooting all night,” said the resident, who declined to be identified.

Residents found a badly burned body in the morning, the witness said, adding it was not known what had happened to the person and the military took the body away.

UN Secretary-General Antonio Guterres urged Myanmar’s generals to stop the killings and repression of demonstrations.

Saudi Crown Prince Mohammed bin Salman called the leaders of Qatar, Kuwait, Bahrain, Iraq, and Sudan to discuss a massive regional tree-planting project, state news agency (SPA) reported early on Monday.

“The Middle East Green Initiative aims, in partnership with the countries of the region, to plant 50 billion trees as the largest reforestation program in the world,” SPA said.

The crown prince unveiled the ambitious campaign on Saturday that sees Saudi Arabia planting 10 billion trees in coming decades and working with other Arab states to plant another 40 billion trees, to reduce carbon emissions and combat pollution and land degradation.

SPA added that initiative also aims “to enhance the efficiency of oil production and increase the contribution of renewable energy, in addition to multiple efforts to preserve the marine and coastal environment, and increase the percentage of natural reserves.”

The Saudi Green Initiative is part of the prince’s Vision 2030 plan to reduce its reliance on oil revenues and improve quality of life.

Four people were killed in the Bangladeshi city of Chittagong on Friday after police resorted to firing upon a large number of protesters who had gathered to demonstrate against a visit to the country by Indian Prime Minister Narendra Modi.

Police claimed that the group of protesters had attacked a police station in the city.

Dozens were also hurt in the capital Dhaka where police used rubber bullets and teargas in clashes with violent protesters, witnesses said.

In Chittagong, thousands of supporters of a religious group that accuses Modi of alienating minority Muslims in India streamed out of mosques after prayers to register their protest against his visit, police official Rafiqul Islam said.

"We had to fire teargas and rubber bullets to disperse them as they entered a police station and carried out extensive vandalism," he told Reuters, referring to protesters.

He made no mention of police using live rounds. Another police official, Mohammad Alauddin, said a Chittagong hospital had received eight people with gunshot wounds, adding: "Among them four succumbed to their injuries."

He identified the dead as three students and a tailor.

Modi landed in Dhaka on Friday for a two-day visit to celebrate the 50th anniversary of Bangladesh's independence.

After being received by Prime Minister Sheikh Hasina, Modi met opposition and government leaders.

Hundreds of protesters then clashed with police near a large mosque in Dhaka, witness Jahangir Alam said. He said dozens were hurt when police fired rubber bullets and teargas after protesters pelted them with stones and set ablaze motorcycles.

Social media network Facebook and its Messenger app, which are often used to organise protests in the country, appeared to be down in some parts of Bangladesh.

An official from Bangladesh Telecommunication Regulatory Commission declined to comment. A Facebook representative did not immediately respond to questions from Reuters.

Health workers rally on Myanmar's streets after deadly crackdown
Protesting against another deadly weekend crackdown on anti-coup protesters, doctors and nurses in central Myanmar marched in the streets at first light on Sunday, avoiding a confrontation with security forces.

The country has been in turmoil since soldiers ousted civilian leader Aung San Suu Kyi last month, triggering nationwide protests demanding a return to democracy.

Security forces have responded with lethal force, using live rounds along with tear gas and rubber bullets in an effort to bring the demonstrations to heel.

The violence failed to deter hundreds of doctors and nurses donning hard hats and brandishing posters of Suu Kyi as they marched through Mandalay, Myanmar´s second-largest city and cultural capital.

Mandalay has been the scene of some of the worst violence from police and troops since the coup and local media said the rally was staged at dawn to evade security forces.

The protests came a day after a local monitoring group confirmed the killing of four protesters at the hands of security forces around the country.

Two of the deaths were in Yangon, the country´s commercial hub, according to the Assistance Association for Political Prisoners (AAPP).

Mourners in the city farewelled a 26-year-old who died Saturday while in custody after being shot and arrested the previous night.

Myo Myint Aung´s mother cried over the coffin at the funeral service, saying that her son was still a child in her eyes.

"I am really proud of what you did for democracy and this country," she said, in a video of the funeral service posted on social media.

"You are a real hero."

Overnight, protesters staged a candlelight protest in the northern town of Kale and left signs on the street calling for a United Nations intervention to stop the violence in Myanmar.

Nearly 250 deaths have been confirmed in the weeks since the coup, the AAPP reported, although the true toll could be higher.

More than 2,300 others have been arrested, the group said.

International condemnation by Washington, Brussels, and the United Nations has so far failed to halt the bloodshed.

European Union foreign ministers are expected to approve sanctions against 11 junta officials at a meeting on Monday.

Top US, Chinese diplomats clash at start of first talks of Biden presidency
The first high-level US-China talks of the Biden administration got off to a fiery start on Thursday, with both sides leveling sharp rebukes of the others’ policies in a rare public display that underscored the level of bilateral tension.

The run-up to the meeting in Anchorage, Alaska, which followed visits by US officials to allies Japan and South Korea, was marked by a flurry of moves by Washington that showed it was taking a tough stance, and blunt talk from Beijing.

“We will [...] discuss our deep concerns with actions by China, including in Xinjiang, Hong Kong, Taiwan, cyber attacks on the United States, economic coercion of our allies,” US Secretary of State Antony Blinken told his Chinese counterparts in highly unusual extended back-and-forth in front of cameras.

“Each of these actions threaten the rules-based order that maintains global stability,” he said.

The Biden administration has made clear that it is looking for a change in behavior from China, which has expressed hope to reset relations that had worsened drastically under former US president Donald Trump.

China’s top diplomat Yang Jiechi responded with a 15-minute speech in Chinese while the US side awaited translation, lashing out about what he said was the United States’ struggling democracy, poor treatment of minorities, and criticising its foreign and trade policies.

“The US uses its military force and financial hegemony to carry out long arm jurisdiction and suppress other countries,” said Yang.

“It abuses so-called notions of national security to obstruct normal trade exchanges, and incite some countries to attack China,” he added.

Throughout Yang’s monologue, US National Security Adviser Sullivan and other officials in the delegation passed notes to each other. At the end, Blinken held journalists in the room so he could respond.

What is typically a few minutes of opening remarks in front of journalists for such high-level meetings lasted for more than an hour, and the two delegations tussled about when media would be ushered out of the room.

Afterwards, the US accused China of “grandstanding” while Chinese state media blamed US officials for speaking too long and being “inhospitable”.

Both sides accused the other of violating diplomatic protocol, with a US official saying the two had initially agreed two minutes of opening statements by each of the principals.

“The Chinese delegation [...] seems to have arrived intent on grandstanding, focused on public theatrics and dramatics over substance,” the official told reporters at the Anchorage hotel where the meeting was taking place.

“Exaggerated diplomatic presentations often are aimed at a domestic audience,” the official added.

Many netizens on China’s social media said Chinese officials were doing a good job in Alaska, and that the US side had shown zero sincerity.

Some even characterised the talks as a “Hongmen Banquet”, a historical event that took place 2,000 years ago where a rebel leader invited another to a feast with the intention of murdering him.

Still, the two sides reconvened for another meeting on Thursday evening, and a senior Biden administration official said that the first session was “substantive, serious, and direct,” running well beyond the two hours originally allotted.

“We used the session, just as we had planned, to outline our interests and priorities, and we heard the same from our Chinese counterparts,” the official said in the pool report, adding that a third session of talks was scheduled for Friday morning.

While much of Biden’s China policy is still being formulated, including how to handle the tariffs on Chinese goods implemented under Trump, his administration has so far placed a stronger emphasis on democratic values and allegations of human rights abuses by China.

China firmly opposes US interference in what it regards as its internal affairs, issues such as Taiwan, Hong Kong and Xinjiang.

Washington says Blinken’s Asia tour before the meeting with Chinese officials, as well as US outreach to Europe, India and other partners, shows how the United States has strengthened its hand to confront China since Biden took office in January.

But the two sides appeared primed to agree on very little at the talks.

Even the status of the meeting became a sticking point, with China insisting it is a “strategic dialogue”, harkening back to bilateral mechanisms of years past. The US side rejected that, calling it a one-off session.

On the eve of the talks, the US issued a flurry of actions directed at China, including a move to begin revoking Chinese telecoms licences, subpoenas to multiple Chinese information technology companies over national security concerns, and updated sanctions on China over a rollback of democracy in Hong Kong.

Adding to tensions, China on Friday tried a Canadian citizen on espionage charges, in a case embroiled in a wider diplomatic spat between Washington and Beijing.

At the talks on Thursday, Chinese State Councilor and Foreign Minister Wang Yi questioned Blinken about whether the sanctions were announced ahead of the meeting on purpose.

Washington has said it is willing to work with China when it is in US interests, citing climate policy and the coronavirus pandemic as examples.

Blinken said Washington hoped to see China use its influence with North Korea to persuade it to give up its nuclear weapons.

Bonnie Glaser, an Asia expert at the Center for Strategic and International Studies, said tough statements from both sides in the run-up to the meeting had created a risk that it would devolve into an exchange of accusations and demands.

“Neither side benefits from this meeting being judged a total failure,” Glaser said.

China offers vaccine to UN peacekeepers
China's Permanent Representative to the UN Zhang Jun informed UN Secretary-General António Guterres on Monday that China will donate 300,000 doses of COVID-19 vaccines to United Nations peacekeepers, with priority given to peacekeeping missions in Africa.

The Chinese Permanent Mission to the UN said that China is fulfilling its promise to make its vaccines a global public good and contribute to vaccine availability in developing countries.

The mission said in a statement that the move is another step toward making China's vaccines a global public good. It also demonstrates China's firm and continuous support to the UN and multilateralism.

"As one of the champions of (the) safety and security issue under the "Action for peacekeeping" (A4P) initiative of the UN Secretary-General, China attaches great importance to the safety and security of peacekeepers, and supports early COVID-19 vaccination for UN peacekeepers to protect their health and help them better perform their duties," it added.

The mission said the Chinese government will work closely with the UN Secretariat to make vaccines donated by China available to the peacekeepers at an early date.

The fight against the COVID-19 pandemic is the most pressing task facing the world today, and vaccines are the most powerful weapon to win the battle, the mission said.

The mission stressed that China attaches great importance to the equitable distribution of vaccines, especially the accessibility and affordability in developing countries.

As of Monday, China had provided vaccine assistance to 69 countries and two international organizations. It also has exported vaccines to 28 countries, the mission noted, adding, "more and more countries and people are benefiting from China's vaccines".

"China will continue to work in solidarity with countries around the world to make unremitting efforts to win the final victory of the global fight against the pandemic," the mission added.

Chinese State Councilor and Foreign Minister Wang Yi announced China's decision to donate vaccines to peacekeepers during a Security Council meeting on Feb 17.

According to data from the UN, as of Jan 31, there were 85,782 UN peacekeepers comprising military, police and civilians, serving in 12 peacekeeping operations, six of those in Africa. More than 71,000 peacekeepers are deployed to the continent.

According to the UN, 2,465 Chinese troops and police are currently serving in UN peace operations.

China's armed forces have sent more than 40,000 peacekeepers to 25 UN peacekeeping missions over the past 30 years, China said in a white paper it released in September on the participation of the country's armed forces in UN peacekeeping operations.

China also has been a strong supporter of global vaccine distribution, shipping large number of its vaccines to countries such as Mexico, Hungary, Congo, Bahrain and Chile.

Mexico turned to China to fill a vaccine shortfall with an order of 22 million doses. Mexican officials made the decision a week after the Biden administration turned down its request to share the American vaccines with Mexico in the short term.

In the Middle East, Bahrain and the United Arab Emirates (UAE) were among the first countries to approve the Chinese vaccine.

The UAE conducted a clinical trial with 31,000 participants on Sinopharm and announced that the vaccine was 86 percent effective in a phase-three trial.

Russian President Vladimir Putin on Thursday mocked US President Joe Biden over his “killer” comment but said that Moscow would not sever ties with Washington over the spat.

Speaking at an event marking seven years since Russia’s takeover of Crimea, Putin said Moscow would continue working with Washington but aimed a barb at the US leader.

“It takes one to know one,” Putin said in televised remarks, using a saying from his childhood.

“That’s not just a children’s saying and a joke. There’s a deep psychological meaning in this.

“We always see in another person our own qualities and think that he is the same as us.”

Putin added that he wished Biden, 78, good health. “I’m saying this without irony, not as a joke.”

In an interview with ABC News on Wednesday, when asked if he thought Putin, who has been accused of ordering the poisoning of opposition figure Alexei Navalny, is “a killer”, Biden said: “I do.”

The US president’s remarks sparked the biggest crisis in bilateral relations in years, and later Wednesday Russia ordered its Washington ambassador back to Moscow for urgent consultations in an unprecedented move in recent diplomatic history.

Putin said the United States was “the only country in the world that used nuclear weapons”.

Russia, he added, knows how to “defend its interests” and will work with Washington on terms that are “beneficial” for Moscow.

“And they’ll have to deal with it.”
